CONSULTANCY FOR ORGANIZATIONAL REVIEW :

HUMAN RESOURCES, FINANCIAL PROCEDURES, AND INSTITUTIONAL RESTRUCTURING

Coral Triangle Initiative on Coral Reefs, Fisheries and Food Security

 

Background

The Coral Triangle Initiative on Coral Reefs, Fisheries and Food Security (CTI-CFF) is a multilateral partnership among six countries: Indonesia, Malaysia, Papua New Guinea, the Philippines, Solomon Islands, and Timor-Leste, committed to safeguarding the marine and coastal resources of the Coral Triangle region. The CTI-CFF Regional Secretariat (RS) serves as the administrative and coordinating body for this initiative.

To enhance organizational efficiency, accountability, and alignment with international standards and host country laws, the CTI-CFF RS developed key governance documents: the Staff Regulations (SR), Staff Policies and Procedures Manual (SPPM), Financial Regulations, and Financial Policies and Procedures Manual (FPPM). These documents form the foundation for managing human resources and financial operations.

In light of evolving institutional needs, increasing organizational complexity, and the importance oflegal and policy harmonization, the CTICFF RS is initiating a comprehensive review and enhancement of HR and financial procedures, including an institutional restructuring component to ensure sustainable and adaptive governance.

 

Objective of the Consultancy

This consultancy aims to:

  1. Conduct a legal and technical review of the SR, SPPM, Financial Regulations, and FPPM.
  2. Enhance the performance appraisal system and staff classification/grading structure.
  3. Align HR and financial policies with Indonesian laws and international standards.
  4. Develop a roadmap for the adoption of IPSAS and strengthen financial risk management.
  5. Provide strategic recommendations for organizational restructuring and governance efficiency.

 

Scope of Work

A.  Legal and Regulatory Review

  • Review the content of the SR, SPPM, Financial Regulations, and FPPM.
  • Identify inconsistencies with Indonesian labor and financial laws and international standards.
  • Recommend amendments to harmonize employment contracts and accounting systems.

 B.  HR Framework and Performance Management

  • Evaluate and enhance the performance appraisal process.
  • Review and refine the grading structure and salary bands based on job complexity and responsibility.

 C.  Financial Systems Review

  • Propose policies for recognizing intangible assets.
  • Revise the budget structure and reporting systems.
  • Develop a risk management framework and IPSAS transition plan.

 D.  Institutional Restructuring

  • Assess the organizational structure and governance mechanisms.
  • Recommend structural improvements for enhanced efficiency and accountability.

 E.  Advisory Support

  • Participate in at least three (3) virtual consultation meetings with the RS and/or CT6 representatives.
  • Provide technical and legal support in finalizing documents for IRC and SOM presentation.

 

Deliverables

The Consultant is expected to produce the following outputs:

   - Inception Report outlining work plan, methodology, and focus areas.

   - Annotated Drafts of SR, SPPM, Financial Regulations, and FPPM with legal/technical comments.

   - Revised performance appraisal procedures.

    - Budget template and risk management framework.

    - IPSAS Transition Plan.

    - Organizational Restructuring Report.

    - Presentation to RS and CT6/CT5 member representatives.

 

 

Timeline & Duration

The consultancy will span 10 weeks, with a maximum of 35 working days, allocated as follows :

 ·    Document Review 

      (Includes review of SR, SPPM, Financial Regulations, FPPM, and organizational structure documents)

 ·    Consultations 

      (Includes virtual meetings with RS, CT6/CT5 representatives, and internal working sessions)

 ·    Drafting and Revisions 

      (Development of annotated drafts, revised policies, and structural proposals)

 ·    Finalization & Presentation 

      (Integration of feedback, preparation of final documents, and delivery of presentations)

 

 

Consultant Qualifications

      The consultancy must be conducted by a legally registered consulting firm with demonstrated capacity in organizational review, policy development,  andinstitutional restructuring. 

   The firm must have a minimum of 10 years of experience delivering consultancy services in the areas of law, human resources, financial management, and institutional governance. 

   The firm must demonstrate proven experience in: 

-   Conducting legal and regulatory reviews, particularly within intergovernmental or multilateral institutions;

-   Developing and/or revising HR and financial policies aligned with host country regulations and international standards;

-   Designing and implementing restructuring strategies for complex organizations.

   The team proposed by the firm must include professionals with advanced degrees (Master’s or Doctorate) in Law, Human Resources, Public Administration, Accounting, or other relevant disciplines.

   Familiarity with Indonesian regulatory frameworks and institutional governance models is essential. 

   Experience working within or for multilateral, regional, or intergovernmental organizations, especially in the Coral Triangle region, will be considered an advantage. 

 

 

Reporting

The Consultant will report to the Executive Director and Deputy Executive Director for Corporate Services.
